Nicolae Chirtoaca, the Ambassador of the Republic of Moldova, presented his credentials to the president of the United States of America on September 12, 2006.

After graduating the Polytechnic Institute of Chisinau in September 1970 he continues the post graduate studies in Architecture and Urbanism of the same educational institution. In 1977 in accordance with the rules of obligatory military service he starts the carrier in military. From this year until 1990 he serves in different structures of the armed forces of the former Soviet Union.

At the beginning of the “perestroika” period with a group of Moldovan officers he joins the movement for democracy and national liberation of Moldova. In 1990 he is appointed in function of the Director General of the Department of State for Military Problems of Moldova that became the Ministry of defense after the country has proclaimed its independence from the former USSR at 27th of August 1991. In this capacity he served as the member of the Government of Moldova.

He takes an active part in the creation of the National Army of Moldova being the author of the main laws as well as of the Conception of the creation of the Armed Forces. From 1992 until 1994 he serves as the National Security Advisor to the President of Moldova. At this time his main functions relate to advising the head of the state in the problems of the national security and defense strategy, coordination of the activities of the power structures and law enforcing institutions of the state on behalf of the president of the country. Mr.Chirtoaca had a mission to represent his country at the meetings of the North Atlantic Cooperation Council at NATO at the level of ambassadors.

In February 1994 he retired from the National Armed Forces and from the Office of the president for political reasons. His last military rank is colonel of the Armed Forces of Moldova. He is one of the founders of the Liberal Party of Moldova. From 1994 to 1998 he is the Vice-Chairman, Member of the Managing Board of the Party.

In 1999 he returns to the state service and became the Senior State Adviser to the Prime Minister, press secretary of the Government. At that time his main functions consist in advising the head of the government on the problems related to the foreign policy of the country, security arrangements, European integration and democratic reforms in the Moldovan society.

In the meantime he is the member of the Soros Foundation Moldova Managing Board and the director of the Invisible College of Moldova, the center of excellence in social sciences and humanities. From January 1994 until August 2006 Mr. Chirtoaca is the president of the managing board of the Euro-Atlantic Center of Moldova, an independent think tank specialized in the problems of political and international relations of Moldova, international security, European integration of the country. In 2003 Mr. Chirtoaca is elected as the honorable president of the European Movement of Moldova.
